Marcus spent seven years writing regulatory submissions and plain-English summaries for an Australian industry body in Melbourne, a job that consisted largely of reading legislation and asking regulators to explain themselves. He applies the same method to casino licences: a Curaçao, Tobique, Anjouan or Kahnawake licence number gets looked up, not taken on trust, and when a casino names two different regulators on two different pages, that goes in the review.
